If your low back is curling into flexion then your chin has to jut forward to maintain looking forward. This is where the neck pain and headaches begin to originate from. 

If you cannot correct the joint dysfunction then your muscles will never fully relax and the neck and back pain will persist. Muscles cross the joint space to pull and help the body move. If the hip is stuck in flexion then the hip flexors are never going to be able to relax fully until the joint is moving better. Getting better movement from the deeper joint will allow the muscles more room to be used fully.
